Lagos State has taken a major step in its climate action agenda after Governor Babajide Sanwo-Olu formally signed a Memorandum of Understanding (MoU) with the Climate Group, securing the state’s admission into the prestigious Under2 Coalition.
The signing ceremony took place in London on Monday during the 2026 London Climate Action Week, positioning Lagos among more than 180 states and regions across the world committed to achieving net-zero emissions and building climate-resilient economies.
The Under2 Coalition is widely regarded as the world’s largest network of subnational governments working together to accelerate climate action, promote sustainable development and strengthen environmental resilience.
By joining the coalition, Lagos reinforces its growing reputation as a leading force in climate governance, innovation and sustainable development in Africa.
Speaking at the event, Governor Sanwo-Olu described the development as a significant milestone in the state’s journey towards a cleaner, greener and more resilient future.
“Cities and regions are increasingly at the forefront of climate action. Joining the Under2 Coalition strengthens Lagos State’s commitment to building a resilient, low-carbon future while deepening collaboration with leading governments around the world,” the governor said.
He stressed that Lagos, as Africa’s commercial and economic powerhouse, remains determined to prove that economic growth and climate action can coexist and deliver lasting benefits for communities and future generations.
The governor’s Special Adviser on Climate Change and Circular Economy, Mrs. Titilayo Oshodi, said the state was moving beyond policy declarations to practical implementation through its State-Determined Contributions (SDCs) framework and other climate-focused initiatives.
According to her, membership of the coalition will provide Lagos with greater opportunities for international partnerships, knowledge exchange and access to innovative solutions that support climate resilience.
Welcoming Lagos into the global network, officials of the Under2 Coalition described the state as one of Africa’s most influential subnational governments with a compelling climate action story to tell.
They noted that Lagos’ admission would strengthen global efforts towards achieving a net-zero and climate-resilient future.
The agreement, while non-binding, aligns with Lagos State’s existing climate priorities and demonstrates its commitment to working with governments around the world to address environmental challenges.
The development comes as Lagos showcases its climate governance model and investment-ready climate projects at the London Climate Action Week, an event attended by world leaders, policymakers, investors and sustainability experts.
Members of the Lagos delegation include Commissioner for Environment and Water Resources, Mr. Tokunboh Wahab; Commissioner for Economic Planning and Budget, Mr. Ope George; Special Adviser on Sustainable Development Goals, Dr. Oreoluwa Finnih; and Special Adviser on Public-Private Partnerships, Mrs. Bukola Odoe.
With its admission into the Under2 Coalition, Lagos has further cemented its status as a continental leader in climate action, opening new doors for collaboration, investment and sustainable growth.
