The Edo State Government is set to collaborate with Mater Africa on the implementation of the Passport Mattei Project, a strategic initiative aimed at promoting legal migration and equipping young Nigerians with vital skills for global competitiveness.
This development was announced by the Edo State Head of Service, Dr. Anthony Okungbowa, during a courtesy visit by a delegation from Mater Africa to the Government House in Benin City.
Dr Okungbowa reaffirmed the government’s commitment to curbing irregular migration and human trafficking, especially among the youth. He stated that the administration of Governor Monday Okpebholo is taking decisive steps to create viable alternatives for young people through education, innovation, and entrepreneurship.
“Governor Okpebholo is intentional about halting irregular migration. Our administration is focused on building opportunities for young people, ensuring that when migration occurs, it is legal, safe, and beneficial for all involved,” Dr Okungbowa remarked.
He cited the recent Edo Youth Impact Forum as a clear reflection of the state’s commitment under the SHINE Agenda to empower its youth and invest in human capital development. Drawing from his experience in various anti-trafficking efforts since 1999, the Head of Service stressed the need for collaborative and proactive measures to address the root causes of irregular migration.
According to him, the Passport Mattei Project stands as a model of ethical and sustainable migration that provides Nigerian youths with the opportunity to thrive both at home and abroad. “It is our duty to prepare our young people with the tools for success and create a system that allows them to flourish, wherever they choose to be. Projects like this provide a dignified and structured pathway to global opportunities,” he added.
President of Mater Africa, Mr Alberto Cicala, who led the visiting delegation, presented the Passport Mattei Project as a people-focused initiative that will facilitate safe migration pathways to Italy. He explained that the programme includes comprehensive training in technical skills, Italian language acquisition, civic education, and integration support.
“This is more than just a migration programme; it is a bridge to opportunity, dignity, and economic development. We believe that by working closely with the Edo State Government, we can create a model that benefits both Nigeria and Italy, and most importantly, the youth themselves,” Cicala said.
The partnership between Edo State and Mater Africa is expected to serve as a blueprint for migration reforms and youth development, creating structured systems that discourage human trafficking and promote mutual international cooperation.
