The Ikpoba-Okha Local Government Council has commenced full enforcement of a total ban on open grazing, signalling a tough new phase in Edo State’s push to curb insecurity and protect farmlands and communities.
From Saturday, 3 January 2026, the movement of cattle within streets, roads, farmlands and residential areas across Ikpoba-Okha Local Government Area is strictly prohibited, with offenders facing arrest and prosecution.
The directive, issued by the Acting Chairman of the council, Hon. Eric Sino Osawaru, reaffirmed that the ban applies to all individuals and communities without exception. He warned that any cattle found roaming freely would be seized, while herders involved would be dealt with in accordance with the law.
According to the council, the enforcement drive is aligned with Governor Monday Okpebholo’s SHINE Agenda on security and peaceful coexistence, as well as the Federal Government’s policy promoting structured cattle ranching as a safer and more sustainable alternative to open grazing.
In a strongly worded notice, the council stressed that no community leader, traditional authority or group is exempt from the directive. It further cautioned that anyone found aiding, shielding or conniving with violators—including community leaders—would face “severe legal consequences”.
To ensure compliance, joint enforcement teams made up of security agencies, task force committees and local vigilante groups have been deployed across all wards and communities in the local government area. The teams have been mandated to carry out strict and uncompromising enforcement of the ban.
Residents have also been urged to remain vigilant and report any violations through designated council and security channels, with the council making it clear that ignorance of the directive will not be accepted as an excuse.
Reaffirming the administration’s stance, Hon. Osawaru said the council remains resolute in its commitment to safeguarding lives, farmlands, businesses and public peace in Ikpoba-Okha.
The latest move places Ikpoba-Okha among local councils taking decisive action against open grazing, amid growing concerns over farmer-herder clashes and security challenges across parts of the State.
