Edo State Government has introduced a tough new law aimed at curbing the rise of secret cult activities in the State, with harsh penalties for offenders, including the death penalty for those involved in fatal assaults.
The new law, titled Secret Cult and Similar Activities (Prohibition) Law, 2025, was passed by the Edo State House of Assembly and signed into law by Governor Senator Monday Okpebholo on 24th January 2025. The legislation replaces the Secret Cult (Prohibition) Law of 2018 and significantly strengthens penalties for cult-related crimes.
In a special announcement on Tuesday, Umar Musa Ikhilor, Secretary to the State Government, clarified key provisions of the new law, highlighting its increased severity. Among the most notable changes is the introduction of a death sentence for those who kill in the course of secret cult activities.
According to Section 12 of the new law, individuals involved in cult activities who assault, injure, maim, or kill others are subject to imprisonment, with the possibility of facing the death penalty in the case of a fatality. Additionally, perpetrators will see any property linked to them, including their residence, confiscated and demolished by the state government.
Other sections of the law impose heavy penalties for those who financially or materially support cults, with sponsors facing up to 21 years in prison. The law also targets those who knowingly harbour cult members or allow meetings to take place on their premises, with offenders facing up to 10 years in prison, as well as the forfeiture of their properties.
The government is urging the public to refrain from any activities that could disrupt the peace, growth, and development of Edo State. This crackdown is part of ongoing efforts to combat the influence of cult groups, which have been linked to violence, intimidation, and the destabilisation of communities across the state.
Residents are being urged to remain vigilant and report any cult-related activities to the authorities to help maintain the safety and security of the state.
