The Federal Government has officially launched the implementation of the Dual Mandate Policy, allowing all Federal Colleges of Education (FCOEs) across Nigeria to award both Nigeria Certificate in Education (NCE) and Bachelor’s Degrees in Education.
This follows the enactment of the Federal Colleges of Education Act, 2023, signed into law by President Bola Ahmed Tinubu.
Announcing the development in Abuja, Minister of Education Dr. Tunji Alausa described the policy as a transformative milestone in the reform of Nigeria’s teacher education system. He emphasized that the initiative will expand access to quality teacher training, improve instructional standards, and empower FCOEs with broader academic authority.
“This policy is not just an adjustment—it’s a revolution in how we prepare educators. It enables FCOEs to issue both NCE and bachelor’s degrees independently, without relying on university affiliations,” Alausa stated.
