The House of Representatives has suspended Cavite 4th District lawmaker, Rep. Francisco “Kiko” Barzaga, for 60 days without salary and allowances after its Ethics Committee found him guilty of disorderly conduct—triggering a political storm over free expression, alleged retaliation, and the boundaries of acceptable behaviour for public officials.
The chamber overwhelmingly adopted the committee’s recommendation, with 249 legislators voting in favour, five rejecting it, and 11 abstaining. Barzaga was also ordered to take down specific social media posts within 24 hours and warned that any future breach would attract harsher sanctions.
The decision quickly drew sharp criticism from the House Independent Bloc, which described the suspension as a “troubling precedent” that threatens robust debate in the legislature.
In a strongly worded statement signed by Reps. Paolo Duterte, Isidro Ungab, Harold Duterte and Omar Duterte, the bloc argued that the move suggested critics of those in power risk being punished rather than engaged in open discourse.
They questioned the “unusual speed” with which the complaint—filed by Barzaga’s former party, the National Unity Party—progressed, hinting at possible political motives. The group also noted that the Ethics Committee’s conclusion, which stated that Barzaga’s posts undermined the “dignity” of the House, relied on what they called a vague and overly broad interpretation of online speech.
“Silencing a critic does nothing to restore trust,” the bloc said. “It only raises more questions about what those in power do not want the public to hear.”
The lawmakers placed the controversy within the broader national climate, citing economic strain, persistent corruption allegations, security concerns, and growing public distrust.
Vice President of the Philippines, Sara Duterte added significant political weight to the backlash, denouncing the suspension as part of a wider pattern of efforts to “silence dissent”.
In a statement, she said the country had witnessed several punitive actions against critics in under a year—including, she claimed, the “kidnapping” of a former President and the filing of inciting-to-sedition charges against her and others.
“In a democratic nation, dissent should not be treated as a threat,” she said. “If an elected official like Cong. Barzaga can be silenced, what more ordinary Filipinos with no power or position?”
The Vice President insisted that freedom of expression is a constitutional right, not a privilege that can be withdrawn at will. She closed her message with: “I stand with every Filipino who refuses to be intimidated. Shukran.”
But the House Committee on Ethics forcefully rejected the narrative that Barzaga is being punished for his political views.
Committee chair Rep. JC Abalos insisted the sanction arose from “clear-cut violations” of the Code of Conduct for Public Officials (RA 6713), House Rule 20, and standards expected of members of Congress. He said Barzaga’s behaviour—including “reckless and inflammatory” social media posts—constituted disorderly conduct.
Abalos cited specific concerns raised by the committee: ostentatious displays of wealth, lewd online content, and statements suggesting the burning of Congress or brandishing an airsoft gun at a rally.
“These are actions no elected official should commit,” he said. “This has nothing to do with dissent or criticism of the government.”
Barzaga’s suspension has deepened fault lines within the House and intensified debates over accountability, political retaliation, and the limits of free expression in the digital age.
With both allies and critics digging in, the controversy is expected to continue shaping discussions about legislative conduct and the protection—or policing—of dissent in the months ahead.
