Nigeria’s battle against phantom government institutions has taken another disturbing turn with the discovery of yet another allegedly fake agency operating within the corridors of power.
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has uncovered the National Brands Development and Made in Nigeria Special Project Office, an agency now identified as another questionable creation operating alongside the already exposed Presidential Foreign Investment Promotion Council (PFIPC).
The latest discovery is particularly alarming because it emerged from the ICPC’s ongoing investigation into the alleged fictitious PFIPC. What began as a probe into one suspicious agency has now opened the door to what appears to be a wider network of unauthorised government-like structures.
ICPC Chairman, Musa Aliyu, had earlier disclosed that the commission uncovered two additional fake agencies after President Bola Tinubu ordered an investigation into the matter. Aliyu said he submitted an interim report to the President on 6 August, exactly 30 days after the directive to probe the scandal.
But the implications are far deeper than the existence of strange names and questionable offices.
How does a fake agency operate within or around the machinery of government? Who authorises its activities? Who provides official access, accommodation, documentation or administrative backing? And perhaps most importantly, who benefits from its existence?
These are questions that demand more than routine explanations.
The discovery has now triggered swift presidential action. President Tinubu has ordered the immediate arrest of George Buchi Nwabueze, while three Permanent Secretaries have been suspended in connection with the scandal.
The suspended officials are M.S. Danjuma, Nadungu Gagare and Richard P. Pheelangwah.
Their suspension sends a clear message: the scandal is no longer being treated as an administrative error or an isolated embarrassment. The Federal Government appears to be confronting a potentially serious breach of public trust and institutional accountability.
One fake agency is a scandal. Another is a pattern.
And when fictitious institutions begin to surface within the orbit of the Office of the Secretary to the Government of the Federation, the matter becomes a direct test of the integrity of Nigeria’s public administration.
The ICPC investigation must therefore go beyond identifying names and shutting down questionable offices. Nigerians deserve to know how long these agencies operated, whose authority they invoked, whether public funds changed hands, and how deeply the network penetrated government structures.
Anything short of a full-scale exposure and prosecution of those responsible will leave the system vulnerable to another fake office, another fraudulent mandate and another national embarrassment.
Nigeria cannot afford an endless parade of phantom agencies.
One fake agency was already one too many.
