The Special Committee on the Museum of West African Art (MOWAA), chaired by former Edo State Governor and Senator representing Edo North, Comrade Adams Oshiomhole, has recommended that the museum be handed over to the Oba of Benin, declaring that the revered monarch—not the government—is the rightful custodian of the Benin artefacts.
The committee also recommended that the facility be renamed the Benin Royal Museum of African Art, restoring what it described as the project’s original purpose and identity.
Presenting the committee’s report to Governor Monday Okpebholo in Benin City on Thursday, Oshiomhole said the panel established that the immediate past administration of Governor Godwin Obaseki spent about N3.8 billion in public funds on the project while changing its original concept.
According to him, the campaign for the repatriation of the looted Benin artefacts, championed by the Oba of Benin, led to international agreements for their return and plans to establish a royal museum to preserve the priceless cultural treasures.
Oshiomhole said the Edo State Government initially committed to funding the proposed Benin Royal Museum on land provided by the Oba of Benin. However, he alleged that the project was later renamed from the Benin Royal Museum to the Edo Museum of West African Art (EMOWAA) and eventually the Museum of West African Art (MOWAA).
The committee chairman said the project also attracted substantial international funding, including €4 million from the German Government, $1.5 million from the Leventis Foundation, and more than $18 million from other donors.
But the committee maintained that the ownership and management of the museum must reflect the historical and cultural origin of the artefacts.
“The museum should be returned to the Oba of Benin to manage it henceforth, as government comes and goes, but the Benin Monarch remains, and the artefacts can be protected better by the institutions that own them,” Oshiomhole declared.
Receiving the report, Governor Okpebholo commended the committee for what he described as a thorough, fair and comprehensive assignment.
He disclosed that the state government would set up another committee, working with the Ministry of Justice, to prepare a White Paper that would give effect to the panel’s recommendations.
“I thank the committee for an excellent job and a comprehensive report submitted today. The quality of the job shows the fairness and seriousness of the work,” the governor said.
Okpebholo also recalled watching a video in which former Governor Obaseki announced plans to build a royal museum in honour of the Oba of Benin before the project’s identity was subsequently changed.
Present at the presentation were Deputy Governor Dennis Idahosa, Secretary to the State Government Umar Musa Ikhilor, Attorney-General and Commissioner for Justice Prof. Roland Otaru, alongside other top government officials.
