Edo State Govt Restores Peace in Seplat–Oben Community Dispute

The Edo State government through the Ministry of Oil and Gas Resources has intervened in the dispute between Seplat Energy and the Oben Field Community, convening a strategic engagement to address security concerns, community grievances, and promote peaceful coexistence.

The Commissioner for Oil and Gas Resources, Hon. Andrew Momodu, underscored the Ministry’s proactive role in restoring calm, noting that its prompt intervention, alongside the Benin Palace, helped douse rising tensions following recent protests in the community.

He said the Ministry acted swiftly to bring all parties together for dialogue and a peaceful resolution of the issues.
Addressing security concerns, the Commissioner highlighted the recurring theft of assets along Seplat’s flow lines, stressing the need for stronger collaboration and enhanced surveillance. He noted that the limited number of personnel guarding the extensive infrastructure requires the deployment of technology-driven monitoring systems to curb theft and protect critical assets.

Momodu reiterated the Ministry’s commitment to resolving all issues brought before it, assuring both parties of continued support through sustained engagement.

On community relations, the Commissioner expressed concern over the absence of electricity in Oben despite years of oil exploration activities, assuring residents of the Ministry’s support in addressing the challenge.

He also emphasised the importance of appointing a Community Liaison Officer (CLO), noting that the company can request nominees from the community and make a selection to strengthen communication and mutual trust.

Speaking on local content, Momodu stressed that providing employment and contract opportunities to host communities helps reduce tensions, while urging that only qualified individuals be engaged to ensure efficiency and accountability. He further called on Seplat Energy to strengthen its corporate social responsibility initiatives to sustain peace and drive development.

The Chairman Oben Field Community Mr. Asemota Lucky Nosakhare said the recent protest was triggered by the arrest of some community members over the theft allegations, while also raising broader concerns.

The delegation cited the absence of electricity, limited employment opportunities for indigenes, and the unresolved Community Liaison Officer position. They noted that a nominee had already been presented to the company but no appointment had been made.

Additional concerns included terminated appointments, local content implementation, and the need for OML 4 stakeholders’ meetings to be held in Benin City. The delegation, however, commended the Ministry’s leadership and expressed willingness to continue dialogue.

Responding, Seplat Energy’s Base Manager, Kingsley Udebor, acknowledged the concerns and described the theft of CCU assets as a serious issue currently under investigation. He noted that individuals previously arrested in connection with the matter had been released.

Udebor said efforts to provide electricity to the community are ongoing, though progress has been slowed by operational challenges. On the CLO position, he stated that the community’s nominee remains under consideration and reaffirmed the company’s commitment to continued engagement under the Ministry’s facilitation.

The meeting ended with renewed commitments from both Seplat Energy and the Oben Field Community to sustain peace, dialogue, and cooperation.

The Ministry reaffirmed its dedication to maintaining a stable operating environment that supports community development and seamless oil and gas operations.
